Is it true that crocodiles walk the streets in Florida and do locals fear them or treat them like pets?

No and no. Crocodilles aren't typically found in Florida. Alligators are, but they don't roam the streets either. Most people are afraid of them. They stay close to bodies of water; i.e. swamps, lakes and ponds.
