You probably need to call your local bourough council and ask them which department deals with this....there may be no laws about it as we live in a country where we are protected byt he right to "free speech" which means that we are allowed to publish and dispense anything other than lewd ot defamatory material....the stands may be the issue...permission to place them may possibly be sought fromt the London transport company.
